In Scooby-Doo 2: Monsters Unleashed, Mystery, Inc. finds themselves as guests of honor at the grand opening of the Coolsville Museum of Criminology. However, their celebration takes a turn when a mysterious masked villain arrives, causing chaos and stealing the costumes of the gang's most notorious foes. This leads the gang to suspect that their nemesis, mad scientist Jonathan Jacobo, may have returned and is attempting to recreate these deadly enemies.
Meanwhile, Velma finds herself developing feelings for the museum curator, Patrick Wisely, despite her fear of intimacy. However, she becomes suspicious of his behavior as she uncovers clues that point to his possible involvement in the events unraveling at the museum.
